Why Romney Chose Ryan: The McCain Conundrum

When Professor Rozell and I wrote the first piece in the nation predicting - 100% - that Romney would choose a Catholic running mate despite it never happening before in the modern age of the Republican Party - we had no doubts about being proved right. Why?

Because in the final analysis, Romney, like McCain is playing to win. Romney is not a cause-oriented guy, someone who would rather be right than be President. And like John McCain, he got to this point in August of the election cycle facing a similar conundrum. Let's explain.

By his own admission, Romney is a spreadsheet kind of guy. If you run the numbers, from any angle, it comes out the same: to the extent there is a swing vote in this election, it is white Catholic working class heterosexual women without a four-year college degree and who are not particularly partisan in terms of being Democrats or Republicans. I know these kinds of demographic parameters bother non-statisticians. But in political strategy, you learn to accept it as a way to move the pieces on the chess board. You look for ways to reach groups of people; it is mass retailing, not door to door.

There is no GOP female who would be seen as qualified to the President in this group. So this meant Romney would have to run with a man. Team Romney understood this dynamic early.

I believe Governor McDonnell of Virginia was at the top of the list prior to his huge blunder during the 2012 General Assembly Session on the so-called "transvaginal" issue. It cost him any hope of being chosen as the VEEP this year. Assuming Romney loses, that is a lucky break for McDonnell, who would then be untarnished for 2016 or for a run against Senator Warner in 2014.

McDonnell also shouldn't feel too bad about his blunder from another point of view; namely, that Romney reached August realizing he faced the McCain Conundrum. That is to say: Romney, like McCain, realized his Plan A strategy would not let him win this year.

Like McCain, Mr. Romney has learned how difficult it is to beat Barack Obama nationwide. The President is a tough political target -- he is really, really good.

Romney figured he could as the "Obama Economy bad, Businessman Romney economy good" candidate, riding high unemployment, falling real income and depressing thoughts of the future all the way to the Oval Office. Moreover, he thought he could do it without having a New Deal, A New Frontier, Reaganomics, Middle Class Tax cuts, that is to say a simple program to explain to people in a word of two or three used by FDR, JFK, Ronnie and Bill. Instead Romney had a 59 point plan, the type of A+ term paper for his old Harvard MBA days.

Long story short: Romney realized sometime in July that his Plan A was not going to work for several reasons. One, he had been sucked into a negative ad battle hurting his image. Two, the people's view of the economy is set by events, not TV ads. And three: among the target women's group, he isn't someone they related too, nor his wife. That's reality. Meaning: Romney knew by August 1 he need to go to Plan B.

A look at the polls points to one issue for Republicans above all others: I will call it the fiscal issue. The target voters tend to believe that on the fiscal issue, the President and Democrats are not as good as Republicans. They tend to see a guy like Romney - a businessman - as being more of a deficit, debt, anti-spending hawk, someone who is more likely than a Democrat to stop the wasteful spending, the handouts, etc. Even if it's not accurate, in politics perceptions matter.

Thus Romney figured: Whatever I am going to get on the economy I will get. Since it will not be enough, he figured the smart business move - in terms of investment of time and resources - would be on the fiscal issues. He also knew the Wall Street Journal and other key players on the conservative side wanted him to make a big play on the fiscal issue. They want to move the President to the middle.

Why? They know the odds favor the President being re-elected. They also know at some point, tax rates are going back to the Clinton era. There is no way they can avoid this and they know it. SO: The question then is how best to make the President pay something for getting his higher tax rates on individuals. The only trade-off acceptable would be a reduction in business taxes/regulations and also some slowing of what they would call "entitlement state spending." They need Romney to raise these issues big-time in 2012. It turns out that Romney also believes he has to go this way more than originally planned.

Both Romney and the major conservative thinkers realize discussing these issues in a presidential campaign from the standpoint of promising less, as opposed to more, has proven very risky in the past.  But as I say, Romney realizes he needs a Plan B. He knows the fiscal issue will bring him a lot of support from key thinkers, he knows the fiscal issue will block Sarah Palin and other less credible types from attacking him (they don't really want him to win, they want an open GOP seat in 2016), and he knows there is an inherent credibility in calls for better fiscal management form Uncle Sugar.

Governor Christie, Governor McDonnell, and other key Catholic players don't really have a lot of resume chops in this area. They are better as the "outsider ticket" mate. But this is not what Romney decided he needed on August 1: rather, he needed someone who could help make the case on the fiscal issue.

His search came down to one guy: Congressman Paul Ryan. But like Palin, it comes with a catch: there is a real potential downside. For Palin, it was a total lack of substance. For Ryan, it is the opposite problem: too much substance.

Moreover, Mr. Ryan has fallen in love with all the flattery sent his way.  That is to say: Mr. Ryan is not nearly as smart as he thinks he is, or his fans make him out to be. He is good with numbers, a clever talker, and someone who does enjoy dealing with substance and the process of reaching conclusions.  Nothing wrong with any of that.

But in the end, process doesn't matter as much as  the final product. In that regard, the Congressman has embraced all of the ideas that voters dislike about the GOP Congress. All of them. They don't work.

Right now, most people don't have a clue as to any of this. This will change.

Romney Is Now Where McCain Was 4 years ago: He is scrambling to put together Plan B. My gut feel: When you are scrambling to put together Plan B at this stage of a presidential campaign, this is not a good sign.

Yet I believe Democrats are way too giddy about the Ryan pick. There is an opening for him and Romney to make their fiscal case given the current public mood. But at the same time, the economy trumps everything.

So in the end, Romney's plan B still has to be seen as dealing with Job # 1. So he can't escape the economy. Nor the Electoral College math. If Ryan can help in Wisconsin, then that is important since the Badger State in my view could be one of the keys to victory come November.

But right now, given the politics, the Ryan choice is more about Plan A not working and the campaign scrambling to go Plan B. Whatever his potential pluses, the downsides associated with rising to become a top leader in the GOP House majority strike me as a huge burden for Romney to overcome even under the best of circumstances.

Fundamental, fatal flaws with this pick. (4.00 / 1)
1. It shows tremendous weakness, even cowardice, on Romney's part - namely, tremendous fear of the right-wing base.
2. Because of that, Romney was not able to do what most successful nominees always do - tack to the center after the primaries end. In this case, Romney has doubled down on the hard right. #FAIL
3. This pick sets up EXACTLY what Dem strategists have wanted for a long time - the election to be a CHOICE not a "referendum," given that the economy remains fragile/rough/whatever word you want to use.
4. Ryan doesn't help broaden Romney's appeal geographically, or in terms of race, gender, ethnicity, or any other way. Instead, it's a doubling down on the white male, albeit in this case not "boring."
5. The Ryan pick means that it will be extremely easy for Dems to pound Republicans on the Ryan Plan 24/7 for the next 87 days. That will hurt Romney, of course, but also put the House of Representatives into play, potentially. It also helps Dems in tough Senate contests, like Tim Kaine, who is already out with a press release and email messaging and fundraising off the Ryan pick.

For all the reasons listed above, this pick was fundamentally, fatally flawed. Other than that, it was brilliant! LOL

as an extremely defensive pick.  I think that Romney knows he's not going to win, and this pick is to try and move the debate over the next four years to set up a Republican victory in 2016.  

I posted over on TC that if Romney is still trying to convince the teabaggers and religious nuts on the Republican side to vote for him, then he is toast with the independents.

Obama Team Salivates Over Ryan Pick:

*"From team Obama's perspective, the Ryan choice transforms this imagined and perceived collaboration into a virtual partnership."

*"One Obama backer privately said -- not the least bit in jest -- that the campaign could now siphon off cash donations for margarita machines, because there was so much to celebrate between now and Election Day. Another Democratic operative declared the election effectively over -- that Ryan was the self-hammered nail in Romney's own coffin."

*"He helps Romney with not a single state, not a single demographic and he won't turn a single undecided vote around. He also destroys Romney's argument that professional Washington insiders and politicians aren't qualified to govern. He's a disastrous pick that proves the Romney and Republicans are stuck in some kind of time capsule where they think they can win elections by debating obscure conservative theory."

A couple of things:

Goldmanusa nails the rationale behind the pick quite well, but the fatal flaw is that Ryan, for all that he portrays himself as a good old Catholic boy with Catholic sensibilities, ready to appeal to the high school educated female Catholic demographic, is inextricably tied to that plan of his. The plan is something those same people will react against, at least in terms of Social Security and Medicare.

It has shifted the parameters from "Obama didn't fix it and I'm a business guy who knows how to do business, so vote for me" to "Obama didn't fix it, so here's our plan which raises taxes on the middle class in order to give the rich a tax break. Oh, by the way, enough with those namby-pamby tax benefits you middle class leeches are sucking out of the system, and have I mentioned that you people entering middle age can look forward to vouchers after a lifetime of paying into FICA and Medicare?"

My gut feeling is that this plays into the Democrats hands, the expert campaign hands of team Obama and gives a boost to the narrative the President wants to make / run on (has been already really).

This campaign IS NOT about the ECONOMY directly ... it's about philosophy ... it's about who can manage the government in such a way that it BOOSTs the economy. It's about the policies enacted and their consequences for the people.

Mitt and the Young Gun Ryan have had their day ... they'll have their say. But by November the choice will be CRYSTAL clear and Obama will win in a landslide because the majority of the people trust him before they'll trust this Republican ticket.

I just hope this can and will BOOST the Democrats running for congress.

but be careful how you frame it. I am afraid the national Democrats will not draw the lines quite as clearly as I think most of their more progresssive grass roots really see it, inasmuch as most national Democrats are what you can call the "new" Democrats, more like Clinton, i.e., they have convinced themselves of the validity and importance of the Chicago School of economics, totally free market fundamentalism, including the emphasis on globalization, hatred of "big" government, love of business, and concern about the deficit and national debt above everything else--- ignoring old Democratic full employment policies. The grassroots lean more toward the more Keynesian-oriented economic and political outlook, especially when it comes to how we should deal with the out-of-control financial sector (Wall Street), businessd, jobs, and the middle class.

This means we may be offered a "choice" with somewhat blurred lines, not the clear cut choice between two truly different politcal-economic theories of society and government which we deserve, between the real deal classic Coke and a me-too-only-I-am-nicer version of Diet Coke. This will be a mistake, IMO---- one more case of The Establishmnent pushing Obama "to the middle" when that middle is NOT the old middle, but the new, far right of center "middle" to which the rightward lurch of the Republican Party has dragged the political spectrum. We all got very frustrated after 2008 when Obama did not seize the opportunity to change the terms of debate, and seemed to be caving in even before he began any negotiations with the rightwingers; this was due to the national Democratic point of view described above. I hope this does not happen again in the campaign.

Romney endorses Bolling over Cuccinelli for Governor?!? (0.00 / 0)
Paul Goldman will have more later, but for now, I'll just say that this was a really, really stupid move by Romney (even beyond normal stupid Romney standards). Why?

1. Romney needs Cuccinelli's supporters if he has any hope to win Virginia.
2. This alienates Cuccinelli's supporters. #FAIL
3. Romney just inserted himself in the  middle of an increasingly bitter,
intra-VAGOP fight. That's dumb on a number of levels.
4. This gains Romney nothing that I can see.
5. This steps on Romney's VP rollout.

Other than that, brilliant! :)

Road by the romney Rally in Ashland which is in Eric Cantors districk (0.00 / 0)
We were shocked, we were able to just ride by Sweets by Suzanna
at 12:30. Maybe 200 people there and at least 1/3 appeared to be Obama supporters

This is the type of report I like to see (2.00 / 1)
Mr. Cantor's going to have problems with Wayne Powell, too, but the fact that so few in a conservative district turned out to see Romney says the Republicans are not in good shape here.

The Romney campaign brilliantly scheduled their Ashland stop to coincide with the monthly meeting of the Hanover Democratic Committee, held literally right next door from Suzanne's at the Ashland Coffee and Tea. There were a lot of people at the HDC meeting who went outside after it adjourned to remind folks that, while Hanover may be a red county, it is not all red. And Ashland in particular is actually majority Democratic. (The Ashland precinct -- pretty much coterminous with the Town of Ashland -- went for Obama in 2008 by 55%, while the county overall was 32% for Obama.) So, more good legwork by the Romney campaign there to find the bluest part of the county to visit. The main rally was at Randolph Macon nearby, and that one did appear to draw a substantial crowd, to be fair. But it was good to demonstrate that Hanover is not politically (or otherwise) monochromatic.

I don't have any video of it. I was across from Suzanne's in person, but I did not go the Randolph Macon event. I saw him endorse Bolling on TV by the time I got home live on CNN. My statement that the Randolph Macon event "did appear to draw a substantial crowd" was based on my viewing that particular event on TV. But I can't find any of the Bolling comment video online. I checked the websites of the three Richmond TV stations, CSPAN and CNN. It sounded to me like something he just threw in there to try to make it sound like he knew the local scene and ingratiate himself, and I remember thinking "oops." As I recall, he also made a reference to Democrats in the area doing canvassing today and that they would not find any Democratic voters. Again, Mitt: 55% for Obama in 2008...

Paul Ryan is a pick not dissimilar to McCain picking Palin. One big difference: Ryan has a brain, even if it has been fatally infected with the "Ayn Rand Kool Aid." Rand is the "philosopher" who made egoism and extreme self-interest a virtue and called charity and altruism an evil.

Those non-college-educated Catholic women won't be happy to hear that Ryan makes all his staff read Atlas Shrugged by the atheist free-marketeer, who in her last years ironically took Medicare and Social Security. After all, they and their families have been supporting Catholic charities, perhaps some of the most altruistic groups you'll find anywhere, all their lives. (Oh, Rand also rejected the notion that individuals should have a sexual code of behavior. Not exactly a "Catholic" position.)

Paul you have given us an excellent analysis again, but I think there may be more to this choice. Perhaps the oligarchs can see the writing on the wall and realize that Romney can't win this in November. Told Romney that the money would dry up if he didn't take Ryan. They want to test drive Ryan and see if he is able to carry their message and be better prepared to go for it in 2016.

He's the fulfillment of their wildest dream. Vouchers for everything. "Let us manage all that money for you. We know better than any government how to take care of you. Vouchers! " Vouchers for school; vouchers for medicare; etc; etc. Just my thoughts.

There is also the conservatives' dedication (0.00 / 0)
to the proposition that we must cut, cut, cut. They firmly believe that, however "nice" it may be to have all those touchy-feely programs to help disabled, seniors, and so on---we simpkly cannot afford them. Ryan personifies that whole catch-basin of thought. Believe it or not, they aim to convince:

1) the elderly that they owe it to their country and to their grandchildren not to demand government "help" (Social Security, Medicare, etc.) in their old age;
2) taxpayers that they should not be taxed to help college students or anybody else, because, if some one is of strong character and determination it is The American Way for them to pull themselves up by their own bootstraps and not mooch off producers who have applied themselves and made enough money to take care of their own selves;
3) workers that unions are run by gangsters and actually cost decent workers jobs
4) and so on... the full grab bag of self-righteous bigotry, which regards anyone weaker than the top dogs as moochers---- all taxes are theft, in other words you are on your own.... and should be.

It is a very moralistic, self-righteous pose, and Democratic screaming that the Ryan budget "hurts" seniors, vets, students, blah, blah only confirms the Republican true believer that they are right in their reading of the direction the country has been going (wrong way), including most definitely that liberal safety net and all the other social programs. I predict each side will be talking past each other on this, and not make a dent in the other side's thinking. There really is no middle ground where we can meet to compromise.

You are correct---- the battle is joined now, not just for 2012, but for 2016, because this argument is not going away after November, and it will probably not be settled with just one election.

A move out of Karl Rove's playbook (0.00 / 0)
When I heard about the Ryan selection, my thought was that Romney had concluded that this election is going to be like 2004 -- victory depends on turning out your base, and running negative adds to depress the turnout of your opponent's base and independents.  It's a Karl Rove move.  So that's what Ryan brings to the table -- he'll help turn out the Republican base after a billion dollar negative ad campaign.

Republicans have been running a negative ad campaign against Obama for over 3.5 years.  After calling him a foreigner, non-American, marxist/communist/socialist/fascist, a Muslim, a terrorist, pretty much everything possible, is there anything negative new to say?  They've tried and tried and even with a cruddy economy, they can't hit 50%  I don't see how Ryan helps with that at all.

The Republican base should be already fired up, if they haven't been fired up by now, then there just isn't anything left to light.  An opus dei mick catholic who wants to basically eliminate the central government and go to a confederation of independent states with a common military alliance is not going to win over anyone who wasn't already going to vote against Obama.  Not necessarily for Romney, but against Obama.  

There simply aren't enough of those types out there, and all the negative ads in the world aren't going to convince to many people to give them a chance.  Romney knows this, just as they've known all year.  Most likely, as Paul and others have been saying today, this is more groundwork for 2016 than trying to win 2012.

All I know is, if the Republicans finally want to have an intellectual discussion on government and policies, every Democrat should be salivating at the opportunity.  We haven't had it since the early 90s, and its time for one.

If the Republican powers thought they were going to win, they wouldn't be focused on voter suppression as much as they are.  That, combined with the selection of a hard-right VP candidate, is just a political statement.

I honestly haven't been this happy about the campaign in a long time, and I've always believed that we would win.  Now, I'm thinking it could be a very good year to be running as a Democrat in the House and Senate.

I agree, especially about the House. Those GOP representatives who voted for the Ryan budget and who represent swing districts where the GOP wins when turnout is lower than a presidential year are now in play. Being an incumbent can become an albatross around their neck. They become vulnerable because of a voting record that, before Romney put Ryan's budget front and center, might have been "symbolic." Now, heh heh...
